Introducing the Home Care Services Bureau

As of January 2016 there was a new bill that passed to protect consumers
in need of Home Care.

The Home Care Services Consumer Protection Act provides for the licensure and regulation of Home Care Organizations and the registration of Home Care Aides.  This went into effect Jan 2016.

  • Home Care Companies are required to be licensed by the California Department of  Social Services (CDSS)
  • 1099 companies are now required to follow the same licensure guidelines and  must be  licensed,  Pay Employer Taxes,  provide  Workers Compensation benefits and meet the required training requirements.
  • California Department of Social Services established, maintain and continuously update a public registry of Home Care Aides and applicants.
  • Home Care Aides required to have background checks by the CDSS, tuberculosis screening and training.
  • CDSS will investigate complaints, conduct inspections of the Home Care Organizations and determine if they are in compliance with the law.  The CDSS has the authority to revoke or suspend and Home Care Organization licenses and Home Care Aides registrations for violations of the law.

Divine is proud to say that our existing standards and requirements surpass these new laws, and we will continue to raise the bar in the Home Care industry on behalf our our clients and our community.


Divine has always set the bar with our hiring practices, including our 12-step hiring process and our group interviews. To comply with the new law, we have brought in all of our existing Home Care Aides and registered them with the Home Care Services Bureau.  All HCA’s were re-fingerprinted and completed all requirements for the HCSB.  All new hires will be required to pass Divine’s hiring requirements as well as the Home Care Services Bureau’s requirements.  We are happy to know that the HCSB will provide higher standards for the Home Care industry.
